Construction has begun on One Carleton Green, a 96-unit affordable housing development in Islip, Suffolk County. The $65 million project aims to transform former industrial sites into new housing options and provide supportive services for vulnerable residents. This initiative is part of Governor Kathy Hochul’s five-year, $25 billion Housing Plan, which seeks to create or preserve 100,000 affordable units across New York State. In Suffolk County alone, more than 2,600 affordable units have already been created or preserved.
Governor Hochul said, “Long Island is one of the places hit hardest by the ongoing housing crisis. I am committed to increasing the housing supply and making New York the number one state to raise a family with affordable housing projects like One Carleton Green. We are continuing the necessary work to secure Long Island’s future by partnering with public and private entities to provide safe, stable and affordable housing for New York’s families.”
The development will offer supportive housing for 15 residents with on-site services provided by Family Residences and Essential Enterprises, Inc., through the Office for People With Developmental Disabilities. Apartments are designed to be accessible for people with mobility impairments as well as hearing and visual impairments. These units will be available for residents earning up to 50 percent of the Area Median Income (AMI), while other apartments will serve households earning between 30 and 100 percent of AMI.
One Carleton Green was included in Islip’s Downtown Revitalization Initiative award. The site previously housed a rail station and municipal parking lot but will now feature a three-story building with first-floor retail space and two public plazas near the Central Islip Long Island Rail Road station.
The building is planned as an all-electric facility where residents pay utilities through an allowance system. Amenities include ample parking, laundry rooms on each floor, and electric vehicle charging stations.
Georgica Green Ventures LLC is developing One Carleton Green in partnership with Homes and Community Renewal (HCR). HCR funding includes allocations from several programs: $24.5 million from federal Low-Income Housing Tax Credits; $5.2 million from state Low-Income Housing Tax Credits; $4.1 million from the Low-Income Housing Trust Fund; $1.2 million from the Rural and Urban Community Investment Fund; and $6.4 million from the Middle Income Housing Program. Additional support comes from Empire State Development’s Long Island Investment Fund ($3.8 million), Department of State’s Downtown Revitalization Initiative ($1.7 million), Suffolk County Acquisition ($2.7 million), and Suffolk Opportunities for Affordable Rentals ($750,000).
New York Secretary of State Walter T. Mosley stated, “One Carleton Green will serve as a catalyst for community and economic growth…making Islip a more vibrant place to live, work, and play.”
