Onondaga County approves key environmental review for Micron’s semiconductor facility

Empire State Development President, CEO, and Commissioner Hope Knight has issued a statement following the unanimous approval by the Onondaga County Industrial Development Agency of Micron’s Final Environmental Impact Statement (FEIS). This decision marks the completion of the state environmental review process for Micron’s planned semiconductor manufacturing facility in Central New York.

Knight said, “Today marks a momentous milestone for the Micron project in Central New York — and sets the stage for the company to begin work on one of the largest semiconductor manufacturing facilities in U.S. history, right here in New York. The unanimous vote this morning by the Onondaga County Industrial Development Agency to approve the FEIS findings statement formally concludes the state environmental review process, paving the way for Micron to obtain all state, local, and federal permits to support the start of site work.”

She added that this step follows last week’s issuance by the New York State Department of Environmental Conservation (DEC) of a draft Title V air permit. According to Knight, “This follows the New York State Department of Environmental Conservation’s (DEC) issuance of the draft Title V air permit last week. The permit — available for public review here — will cover the entire first phase of Micron’s megafab build out, and marks another major achievement in the project’s timeline.”

Knight noted that while these steps are technical, they represent significant progress. She stated, “While these advancements are technical, they reflect major progress for this project. To get to this moment, Micron, Onondaga County, and New York State have worked to ensure a thorough, transparent review that upholds the highest standards of environmental stewardship and public engagement.”

She also credited Governor Hochul’s leadership with setting an example nationally for collaboration between government and industry on large-scale economic development projects. Knight said, “Under Governor Hochul’s leadership, New York continues to set a national example for how government and industry can work together to deliver large-scale, transformative economic development. This project will create thousands of good-paying jobs, strengthen our domestic semiconductor supply chain, and usher in a new era of innovation and opportunity for the Empire State.”
