Public hearings set for comment on utility climate resiliency plans in upstate New York

The New York State Public Service Commission will hold a series of in-person public statement hearings on October 22 and 23, 2025. The hearings concern revised climate vulnerability and resiliency plans submitted by New York State Electric & Gas Corporation and Rochester Gas and Electric Corporation. These revised plans were filed on March 19, 2025, following a Commission order from December 19, 2024, that required electric utilities to submit updated climate change resilience strategies.

The hearings are scheduled as follows: October 22 at 1:00 p.m. in the City Council Chambers at Rochester City Hall; October 23 at 1:00 p.m. at Binghamton City Hall; and October 23 at 6:00 p.m. at the Greater Ithaca Activities Center.

Members of the public can provide statements on the record during these sessions. No advance appointment or written materials are necessary to speak; individuals will be called after completing a request card upon arrival. Each hearing will remain open for at least thirty minutes and continue until all who wish to speak have had an opportunity or alternative arrangements are made.

Accommodations are available for people with disabilities by contacting the Department of Public Service’s Human Resource Management Office at (518) 473-9463. TDD users may arrange for a sign language interpreter through the New York Relay Service by dialing 711. Those needing language assistance can call (800) 342-3377 for free services.

For those unable to attend or preferring not to speak publicly, comments referencing “Case 22-E-0222” can be submitted online via www.dps.ny.gov by searching for the case number and using the “Post Comments” feature, or mailed to Hon. Michelle L. Phillips, Secretary, Public Service Commission, Three Empire State Plaza, Albany, NY, 12223-1350. Electronic submission is encouraged. All timely comments will be posted online under the relevant case file.

Additionally, comments can be left on the Commission’s Opinion Line at 1-800-335-2120 by in-state callers around the clock; summaries of these messages are provided to the Commission but not transcribed verbatim.

The deadline for submitting comments is October 24, 2025.
