Public Service Commission schedules hearings on proposed NYSEG & RG&E rate increases

The New York State Public Service Commission will conduct a series of public hearings, both in-person and virtual, regarding proposed changes to electric and gas delivery rates by New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E). The hearings are scheduled throughout late September and October 2025.

On June 30, 2025, NYSEG and RG&E submitted amendments to their tariff schedules. NYSEG seeks to increase its annual electric delivery revenues by approximately $464.4 million—an 18.4 percent rise in total revenues or a 35 percent increase in base delivery revenues—and its natural gas delivery revenues by about $93 million, which represents a 22.1 percent total revenue increase or a 39.4 percent rise in base delivery revenues. RG&E proposes an electric delivery revenue increase of roughly $220.2 million (19.8 percent overall or 36 percent for base delivery), along with a natural gas delivery revenue hike of around $72.9 million (17.1 percent overall or 32 percent for base delivery). The impact on individual customer bills will depend on how revenue allocation and rate design are determined.

According to the companies, the requested increases would fund investments needed to meet growing energy demand statewide and support upgrades to aging infrastructure intended to improve reliability and customer service. For electric services, the main factors driving the proposed increases include higher expenses related to storm response and vegetation management, additional capital investments for infrastructure renewal and capacity expansion, technology upgrades, as well as increased operations and maintenance costs. For gas services, prevailing wage requirements, compliance with federal and state pipeline safety mandates requiring system improvements, and expenditures aligned with clean energy goals are cited as primary reasons for the requested rate hikes.

As part of their filings, both companies propose closing several walk-in offices: NYSEG’s Auburn, Ithaca, and Oneonta locations; RG&E’s Sodus office; and RG&E’s Rochester City Center location.

The Commission is required under state law to review utility rate proposals thoroughly before making any decision to adopt them fully or partially or make modifications based on input from stakeholders or the public. Administrative Law Judges will oversee collection of comments during these proceedings.

Public statement hearings will take place at multiple locations across upstate New York between September 30 and October 16, including Sodus Community Library; Cayuga Community College in Auburn; Rochester City Hall; Binghamton City Hall; Ithaca Town Hall; SUNY Oneonta’s Morris Conference Center; among others. Each session allows attendees an opportunity to speak on record without prior appointment.

Two virtual public statement hearings are also scheduled for October 21 at 1:00 p.m. and again at 6:00 p.m., accessible via Webex or by phone with advance registration required by October 17.

Individuals who wish only to listen may do so by calling into the hearing lines provided without registering beforehand.

Special accommodations are available upon request for people with disabilities or those needing language assistance services if requests are made sufficiently in advance.

Comments can also be submitted online through www.dps.ny.gov using the relevant case numbers—25-E-0375/25-G-0378 for NYSEG cases or 25-E-0379/25-G-0380 for RG&E cases—or mailed directly to Hon. Michelle L. Phillips at the Public Service Commission’s Albany office before October 24, 2025. Comments may also be submitted via a toll-free opinion line set up specifically for pending cases within New York State.

A verbatim transcript of each hearing will become part of the official record considered by the Commission during its deliberations.
