Vermont sees decline in job openings as labor market remains tight

Vermont reported 15,000 job openings in July 2025, a decrease from 16,000 in June, according to data released by the U.S. Bureau of Labor Statistics. Acting Regional Commissioner Mark J. Maggi stated that “the job openings rate in Vermont was 4.6 percent in July and 4.8 percent in the previous month.” Nationally, the job openings rate stood at 4.3 percent in July and 4.4 percent in June.

The ratio of unemployed persons per job opening in Vermont was 0.6 for July, indicating a tighter labor market compared to the national average of 1.0 unemployed persons per job opening. In comparison across the country, thirty-two states and the District of Columbia had ratios lower than the national measure; thirteen states had higher ratios, while five matched the national figure.

Hiring activity in Vermont remained steady with 11,000 hires recorded both in June and July. Separations were also at 11,000 for July but were slightly higher at 12,000 in June. Over the past year ending in July, monthly averages for hires stood at 12,000 and separations averaged 11,000.

Of those separating from employment in Vermont during July, there were 6,000 quits and 4,000 layoffs or discharges. The previous month saw higher numbers with 7,000 quits and 5,000 layoffs or discharges reported. Throughout the year quits averaged about 6,000 per month (ranging from 4,000 to 8,000), while layoffs and discharges averaged around 4,000 per month (ranging from 3,000 to 5,000).

The Bureau of Labor Statistics’ Job Openings and Labor Turnover Survey (JOLTS) compiles these estimates using model-based methods that incorporate data from several sources including JOLTS samples as well as Quarterly Census of Employment and Wages (QCEW) and Current Employment Statistics (CES). State-level unemployment figures are modeled by the Local Area Unemployment Statistics program.

Definitions used by JOLTS specify that job openings include positions open on the last business day of each reference month if they meet certain conditions; hires refer to all payroll additions within that month; separations cover all departures from payroll categorized into quits or layoffs/discharges.

The next set of state-level JOLTS estimates is scheduled for release on October 22.
